Department Description:
The Department of Veterans Services provides assistance for all federal VA benefits and administers and oversees Chapter: 115 State benefits that veterans, spouses and dependents may be eligible for.

Answer:
The answer to these and all questions is that benefits and services are based on the character of discharge (i.e. Honorable, General under Honorable Conditions) the department can obtain your discharge if you do not have one and can refer you to the proper federal VA agency, and we can determine if you or your dependents are eligible for Chapter: 115 State benefits.
